The game's been pretty smooth, glitch-wise, thus far - only two other times have there been any problems.
To deal with a certain fight in the Hub, I took one buffout and (I believe) two mentats, and I leveled up directly after winning said fight. However, when I went to the character sheet to level up, everything was treated as if my character's temporarily boosted stats were actually that high.
So I could get a perk such as Empathy, even though my Perception stat was one too low for the character to qualify. My (tagged) Speech skill could be raised from 103% to 105% (shouldn't it be going from 103-104?), even though it's at least 20% lower than that normally.
I was curious if anyone knew about this, and if there's any adverse effects to leveling up while using chems - e.g., would the game somehow get rid of the perk I picked, if it normally wasn't possible for my character?
