I play a lot of table-top games so I'm gonna use this for an upcoming campaign or one shot in the Fallout setting (I'm not sure what system I'll use). I thought I'd run it by you guys just for giggles. I think it would be a cool kind of place to see in a Fallout game.
The location is an apartment complex with two sets of elevators and stairwells; one set only goes to even numbered floors, the other set only goes to odd numbered floors. The building is populated by former vault residents who have retained certain cultural artifacts from the vault experiment.
The Evens are all scientists, engineers, administrators, and merchants. They live only on the even numbered floors of the apartment building as they lived only on the even numbered levels of their vault. They also control the lobby.
The Odds are laborers. They are only allowed on odd numbered floors and aren't allowed outside of the building without supervision. They are allowed to roam the basements and parking garage of their apartment building.
The apartment building is a self-contained community that draws electricity from windmills and solar powers on the roof and gets its food from hydroponic gardens in the balconies.
The even numbered floors are all pristine white and high-tech somewhat resembling sets from Stanley Kubrick films.
The odd numbered floors are dark, and dilapidated, and crowded like sets in cyberpunk films like Blade Runner.
The old vault that the Odds and Evens come from is now deemed unfit for human habitation; naturally, they rent it out to ghouls.
Many of the Odds want to overthrow the Evens and seize control of the apartment complex. A gang called the Fives is planning to take over the lobby, take all the Evens hostage, and secede from the NCR. Many of the Fives also wish to kill the ghouls.
The Evens are movers and shakers in the city surrounding the apartment complex. They are using a huge subsidy from the NCR to construct a new building. The Evens wish to relocate to this new building, take all the hydroponics and electronics with them, and bring the ghouls along as new Odds. They want to abandon their original Odds to the decaying prewar building.
The ghouls are divided. Some of them are willing to become new Odds for the new building. Some of them want to imprison both Odds and Evens in the vault and seize control of both the old apartment complex and the new one.
There are some powerful people in the city who want to see the Odds kill off the Evens in order to free up some of that NCR subsidy money for themselves.
There are some gangers in the city that are waiting for the Evens and ghouls to move out so they can move in to the old building and the vault, kill off the Odds, and take over.
Anybody care to help me flesh out this locale? Are the motivations for the factions somewhat believable? What are some extra complications I can throw in there?
