looking for a good Energy weapons build (fallout 1)

Hello,i've recently finished fallout 1,now i want to start it again but with a character that mainly uses energy weapons,any suggestions (keep in mind that i'm gonna be an "evil"person,and i like the gifted trait but if you suggest another trait it's ok).
 
There isn't really any dedicated EW build (if we ignore the Alien Blaster anyway). Not too crappy PE, not too crappy ST (you'll probably get the Power Armor before you get the heavier weapons), save up some skill points and/or take Tag!
