I don't know of it's even real but i remember hearing about a pen and paper rpg that was based on fallout but had to change name because of some licensing issues. Does anyone know the name?

It's called Exodus but in my extremely biased opinion it doesn't reflect the games well. I have my own pen and paper system (campaign play tested) I will shamelessly shill to you here:

There's also the official RPG available, and if you can look past the FO4 veneer, its system is based on the WoD D10 and IMHO, is a VERY good implementation of a 'near true' Fallout S.P.E.C.I.A.L system.
ed: I forgot to mention; if you want a 'real' Fallout game, you could always just look at GURPS on which fallout was originally based, the differences are barely noticeable
