Luck?

Can I still get all the special encounters with a low luck? Does anybody know what will happen with a luck of 2?

I don't know what the special encounters are based off of, alot of them seem to be based on the missions you've completed. I started a cheaty character and searched the whole entire map before starting any missions. but I after I completed each mission more and more would show up
