MaComb...Missing key for 2nd gate

I can not seem to find the key to unlock the door of the switch booth. Next to the fence is the booth, which I can not pick with close to 90ish lockpick with tools, always says failed after at least 20 attempts. Where is the key to get in there?
 
Across the street from the switch booth you'll find a hungry raider that wants to trade the location of the key for food. Don't give him any...he will tell you the location of the key and then fire on you. Kill him and find the ladder to the roof (building behind the raider). Go up and clear the roofs of raiders (3). On the third roof you will find a chest and the key. Have fun, but watch for ambush once through the gate.
