Mad idea: Fallout 1/2 in Fallout Tactics

Is it possible to convert FO1/FO2 files in FOT format, to play one of those with the advantages of the Phoenix Engine,like the graphics, the fact that all AP display properly and such? Or is it a technical fail-at-start?

Already made for F1 - called Open Fallout Mod. Search it in other topics at this forum, it was discused already.
