Major lighting issues in F:NV PC

First time out of the vault
I am having an issues with the F:NV lighting. This mostly happens outside and only during day.

The brightness seems to be raised and lowered depending on where my player is looking. If I try to turn around, I may go through 15 stages of lighting and it's very annoying. I've tried looking for similar cases, but come up empty. Any idea on how to fix this?

Also, the interior lighting mod did not fix the problem indoors.

What are your specs?
Did this problem occur recently or from the beginning?
How many mods are you using?

A screenshot would be useful
 
How much is the light changing by? I am also having a similar same problem with the ultimate edition, that being said, the change in lighting is not that extreme.
