Many skill points dropped

Hi there, I have a (for me) weird problem. Many of my skill points have dropped and i'm not sure what triggered it (no not mentats or something like that, they are at the base level). I only noticed it after 30minutes of playing, when my science/repair/docter/speech/barter skill was all lowered by about 20-30 (I have an old save game where the skill points are at 20-30 higher than now, but with the same stat points.)

Does anyone know anything that could trigger this? I've finished the game many many times, but never ever came across this one

agh yes ofc (was slightly confused as than it seems difficulty settings doenst lower your weapons skillpoints), reinstalled it only recently and forgot to set it to max, so did it after I started playing.
