There are tons or rumors out there about members of BIS attempting to buy the Fallout license from IPLY and complete FO3 on their own. If IPLY is really looking to sell the license, perhaps we as a dedicated fan community could do something to help out here.
Looking at the things that Penny Arcade was able to accomplish with their christmas charity drive, perhaps we could do something similar.
The BIS people could set up some sort of PayPal account that we fallout fans could contribute to to help raise money to help Black Isle buy Fallout away from Interplay.
I'm not saying that we could raise the whole amount of the funds that would be necessary to buy the license, but with a fanbase this rabid, dedicated, and downright desperate for an actual good sequel, we should at least be able to raise six figures to help Black Isle attempt to purchase the license.
It would be worth $20 to me anyway . . .
