Mayor in Quincy

I've busted in to where the Mayor is and I can't get her to talk to me. I found a key on the dead commander but it doesn't work on the door to shut off the siren. Is there something I need to do to get the Mayor to speak?

tribals won't speak to you if you hit them accidently with burst fire... maybe this is the case here
