Merchants and traders

Is there some reason i can't trade with these guys? at first i thought it was because traders only trade with people that have bad rep (i can kill them with lossing a thing), but then i found a merchant and he wouldn't trade either. They just turn to me if i click on them to talk (they do have the talk symbol)

I had the same trouble I guess you pick a fight and kill them or steal?

Also, can't seem to get the "Hermit" encounter to respond either?
