MIB88 - Still need help!

So got the unofficial help guide for the MIB88 patch, and that set me on the right track. Just a few more questions:

1) In Klamath, to do the Rat Sewers quest you now need explosives for the rocks right? Is there anywhere around town you can find / trade for them? :-/ Can't find it.

2) In general, it seems like people (ie: bandits and other felons) in the wasteland are dropping less weapons, but at least some are still dropping armor. I had HEARD bundled in the patch was something about the Repair skill being useful for looting. Is this just because I am just starting or is there some hidden mechanic I am unaware of keeping me from my great loot.

Fair enough. Which thread is the best one to post in? I certainly have more questions! That dynamite on the floor was hard to see the first time (HUGE shout out to Tom9k for that one!), but now I just want to stop the endless enounters with Kaga. Argh! You can't kill him and its like every other encounter. Will it ever end?!?
