And now, despite what some people say, that boat has sailed.
Perhaps, though, if your character in FO3 is somehow related to your character in FO2 (much the same way that your character in FO2 was related to the Char. in FO1), then perhaps you could find or get the original Highwayman. That, though, would be the extent of it for automobiles in the game.
You know, while I'm thinking about it, if you are in a car, you should automatically be asked whether or not you want to stop for random/special encounters. My "chosen one" got fragged quite a few times because he decided to exit his vehicle and buddy up to some Enclave patrolman rather than just keep driving.
Besides, it would be a piss-poor group of game designers that couldn't think of a way besides a car to quickly traverse the world map, and I think we all know that the men and women at Black Isle are capable individuals.
