More game than a mod

So, I am wondering if anyone have tried and actually succeeded in making an additional game module rather than modifying some stats and parametrs or giving the player lots of guns allready in Arroyo? So, if I am correct, technically its possible to create at least a location with brand new NPCs, dialogs, quests, even guns and storyline, using the old`n`good f2 engine and game resources (such as graphics and sounds)? As I have searched through the net, I havent found yet the mode-game like this, so I'm just thinking if few tons of Fallout fans wouldnt join in a organization to release a Fallout fan-sequel Fallout2/3...:D I have some experience with home-made fallout level cRPGs making and can assure that the greatest problem is just to do - technically script the locations, write dialogs and so on...havent worked with a Fallout2 engine/mod utilities, so i may be mistaking, but i think if there would be enough people, the project just could go on, couldnt it? We all want Fallout to be continued, dont we? And why couldnt be there a Fallout1 sized mod created, deeply changing the existing f2 world, replacing movies and so on..? Lets say - story about another guy, not a VaultDweller (or his relative) but ..e.g., gecko hunters son, by accident made to wander around the world. IMHO that would do the trick, cuz we can just mostly modify the existing locations and add only some extra, putting in the main objective to tell different story with the same F2 world, huh, new breath, parallel story, new heroe -isnt that we have wished allways?
