Most important thing for a new developer

Ok, we have discussed virtually everything that can be said about Fallout 3.

But if a new developer were to take over the Fallout license and make a fallout 3, and in light of recent events, what do you think should the developer concentrate on? What would be essential?

This answer could be anything from game design, feel and look of the game, who designs it, input from fans, financing, whatever you think is most essential.
 
It's bad to be saying this when the game isn't even confirmed, but mainly these are the things I would like to see in the game, sorry if i forgot something essencial

The Retro future aspect of the game is one of the most important things

The creepy, scary, something-is-about-to-happen music is essential, especially the Military Base music

The rusty metal looking of the cities (like junktown)

There shouldn't be included much tribal stuff, it sucked a bit in FO2 and it sucked a lot in FOT

Since most weapons in the game are about 100 years old, some should be in good condition and others shouldn't, like in Arcanum. Or some should have missing parts and, depending on our skill with weapons, if we had those parts we could make a nice weapon. Some armors we find should also be in poor condition... especially those we take from our enemy's corpses

To give unarmed / melee some advantage, shooting someone right next to us should be very dificult since he's punching / kicking / stabbing us like hell.

That reminds me... include backstabs!!

Except for miniguns and rocket launchers, big guns skill wasn't as important as Small Guns / Energy Guns, i always skiped it with no problems. Include more and usefull big guns.

Travelling in the wasteland should be a lot more dangerous

Ok, i'm not a sick sadistic bastard... but i loved the ways you could die and kill in fo1/2... oh please include more of these!

Include more cutscenes, especially like that one when you are dipped in the Vats... that scared the hell out of me, it did!!!

Have a good balance of scrap and junk... some fans like one, some fans like another and that way everybody's pleased.

Include historical holodisks like those in the Glow / Sierra Army Base... I freaked out reading these!

Well, that's all I can remember for now, hope i'm not forgeting anything.
