Mutie

I've seen more than one web site that states that if you give your character enough mutie, he/she will transform into a super mutant. Is this true? How much mutie do you need if you do?

Also, some of the old posts here mention downloadable prefab characters, but the links provided no longer take you anywhere. Is there anywhere else to download these?
