I was playing F3 a couple hours ago and there was a power outage around the neighborhood. I loaded my save (I'm playing in Point Lookout atm) and my character is preset, I start out in front of Vault 101 and I have nothing on me, no clothes either. What should I do?
My save starts me out in front of Vault 101

Sounds like a corrupted save. Reload at a earlier save point.
That's a very corrupted save. The game will load you at Vault 101 if your previous save location is lost in the save. For example, you were inside a building you added in a mod, then you deleted the mod and reloaded the save; pop, your in front of V101. The game save obviously lost your location and your inventory items when the power went out. As suggested, try loading from an earlier save and good luck.
