It would be a prequel ofcourse, because i like those if they don't mess up the plot.
It will probably be lame too
and it would be a complete spoiler of my crummy plot.
I guess you could be an earlier Vault 15 Resident. When the Vault is attacked everyone flees until they end up at a beaten up warehouse where for the time being they seek refuge. In order to create a city that would sustain them they would require using their geck, which ofcourse is left in Vault 15. On the way to Vault 15 you find that the cave entrance has been dynamited shut. So you find that in order to get in to find the geck you must go searching for Dnymite.
You return to the warehouse to give the news and then the over-seer presents you with a Pipboy2000, and the location of bakersfield, which holds a vault.
When you get to bakersfield you find that the people there are all walking around and out of the vault, but have been hideously mutated by radiation poisioning.(Ghouls).
They feel they do not want to be publicly seen in their current state so they flush you out of their town giving you the location of somewhere that humans could stay.
You go to the town, known as Lanark, talk to people and interact I guess, do your bartering, and talk of your current status, and no one will help, and they will lead you to somewhere they think could help you.
You end up at the BrotherHood of Steel, and they send you on their glow quest, and the item you pick up would be a broken part of some old powered armo.
Then ofcourse afterwards they refer you to a town, Watershed, they have a weapons shed in where you could find some old explosives and a gun or two.
(guns are scarce at this time ofcourse)
You find though that the town has been raided by an army of the ghouls from bakersfield. After fighting the town away from them, you find some old dynamite and go retreive the geck.
The Overseer though doesnt like the story of an army of ghouls taking over weak villages, so then you are ungratefully sent to attempt to get to the bottom of this and nuetralize the threat.
At the same time you have to collect a few supplies for the vault dwellers to keep them alive.
You later find the ghoul army lurking in an old ruined city. it is lead by a big mean green mutant... Who you have to kill with your scarce inventory of weapons and party favors.
You can also visit other towns like junktown, which would be close to Watershed.
Then ofcourse, you win for the time being..
"Bakersfield later became known as Necropollis, a home of ghouls sovereign from their prior mutant leader. However antipathy toward 'normals' made their village unpopular to visit."
"The old warehouse was eventually torn down, but a small village, shady sands, was established with the help of the geck, free of the dangers of the outside world."
"The Old city once occupied by the ghoul army later became a popular place for trading, it was a center of commerce and a symbol of hope for thriving in the now bleak world, it is now refered to as 'The Hub'"
"Some ghouls opposed to soverignty fled north and on their way took over the village of Lanark, burning it and leaving it into ruins."
"Watershed was later rebuilt under the leadership of a rich gambler named Gizmo, To make money off of gambling gizmo later allowed it to become a part of the Nearby Junktown... The two managed to exist together despite the antipathy between eachother.

Known as Luitenant(dont mind the spelling), under the advice of an unknown source called "The Master" later formed a more powerful army, this time with the help of an old pre-war weapon, HEV, created a race of powerful supermutants... Far west of Vault 15 their army gained strength, and later re-occupied Bakersfield, waiting until the perfect opportunity to complete their campaign to convert all of humanity with the help of a newly arisen religious organization, Children of the Cathedral."
"Despite your commendable bravery., Aredesh became the leader of Shady sands, In protest you headed for the Brother Hood of Steel, becoming a permanent resident there."
