These are some of the things I'd like to see in Fallout 3:

-when shooting someone with a metal type of armor, like power armor, i think it would be cool if sparks flew (if it was a low calibre gun)

-MORE GUNS!!! well actually, just more kinds of guns, make them hard to find, but lots of different types hidden around. you know what i'm sayin? guns should be hard to get and really expensive, it'll make melee alot more important.

-bigger map. it's' fun to explore the world map and find new citys...remember when you first got fallout 2 and you were so excited about all the new places and npc's to explore

-more vehicles. the ones for tactics are pretty good.

-more people who can join you. perhaps mercenarys.

well that all i can think of now.

I think there should be more vehicles too, but I don't think they should be able to fire any weapons though (like in BOS: TATICS). THough a septic truck flinging human waste would be cool.

I didn't really like the starting conditions from FO2. It was like "Here's $10 and a stick (which you don't know how to use), now wander the wastes, but what out for dudes with big guns that are in Wilt Chamberlin size armor." WOW! That's just a walk in the park.

I also think you should choose a setting Easy, Medium, or Hard. That way you'll be able to work your way up.

There IS easy, med. and hard settings (for combat and something else). Could you be more specific?

BTW, combat difficulty is wimpy, normal and aggresive I think.

I dunno, I like quality more than quantity..

I'd rather have less guns. In Fo2 there were too many guns, many of them pretty useless. Guns should do severe damage unless it is blocked by armor. Wounds should take a while to heal and bullets extracted using the old method of bite-the-bullet, it should also decrease charisma if you suffer facial damage.

I'd rather have smaller map and more detailed larger cities. I don't particularly care what the size of the world map is, it all looks the same anyway.

More vehicles? C'mon, this is a post-nuclear world, can you really expect to find many vehicles lying about in working condition? And where are you going to find fuel for them? The car in Fallout 2 was even a bit far-fetched. Rather it was used only for the fact that the map in Fo2 was too big.

I'd rather just have my NPCs have more depth to them. The few you can acquire in Planescape:Torment are great, each one having a biography and story behind them.

Combat difficulty doesn't really matter at all. When I started, I was on easy. But then I changed to max difficulty and I didn't find a difference and I'm talking about how much $$$ you get and different experience rates, like it would be easier to gain exp in easy mode.
