I've wondered since I first played this quest in-depth.

The Courier hands over the data from the Vault 22 terminals, to Hildern.

Shortly thereafter, the data is shipped west to California. We can only presume that it, in Fallout style, goes all wrong.

What happens, though? Speculation? Comments?

I can only imagine farm-workers and their families would be affected first.

[spoiler:dca0071e4a]In my opinion, this is far preferable to nuking the NCR, as in Lonesome Road. It's the horrors of the Old World that will kill NCR, but it's they who released it.[/spoiler:dca0071e4a]
 
You're taking data, not samples.
If you're with Veronica, there is some mention of using data in a good way.
Who knows, maybe Hilbert wouldn't fail with this.
 
There's also a chance that the spore isn't able to affect people in the open as much as it does in the vault. Note I'm speculating about this, but it would concentrate a lot more in a closed environment. In the open it might not be a problem. Such hypothesis would be consistent with the fact you don't see any spore carriers outside the vault, even though its entrance is full of plants.
