NCR bug? Or am I missing something...

Okay, when trying to establish a trade between Vault 15 and NCR. Well... I'll try to talk to Tandi about it and she shafts me to Gunthar! It's becoming monotnous. So, I don't even try to do that quest and I feel bad at the movie when the game is finished! LoL. Is it a bug? Or just me?

Hell, I've done this quest many times.... good XP and $$. Whate version of the game ae running, it IS 1.02, yes?
