In NCR, whenever I try to go through the door that the 2 guards are guarding in the council hall (in front of the man in the black suit), the door is always locked. I even tried to pick the lock (which says "you deftly picked the lock", then when I try to open it, it says the door appears to be locked. I am using version 1.02d US patch. Has anyone ever encountered this problem and does anyone know of any solutions to this?

Speak with the Sheriff in Downtown (he's standing in the street in front of the station) and ask if he knows of work to be done.
Talk to the man in the Hall and tell him you're there to do a job for the President Tandi.

Still problems
Thanks for the suggestion, but whenever I talk to the sheriff, he tells you to go talk to Tandi, but won't recommend you. Once I am in the council hall, I am in the room with those 3 guards, but the door to the guy you have to talk to is locked. I even try to lock pick and try to talk with all of the people there, but none of it works.
