NCR unarmed bug

First time out of the vault
I can't get into NCR, because the guards and the lady in the building both think I'm wielding a weapon when I'm not. I don't have any npc's in my party. I even tried dropping every single item I had and this did not work. ANNOYING! HELP!
 
This has happened to me before, also. I was really frustrated at this and entered Combat Mode, ready to vent my frustrations. Realizing my brashness, I then closed out of combat and the guards ceased stopping me when I had empty arms.

If not, I hope you're good at sneaking.
