New FO Utils

I've uploaded a bunch of new Fallout utils, some of which we already had (new versions) and some new. Here's a list of them:There are more files I'm going to add tomorrow, so stay tuned.
Thanks to Perceptron for informing us about this.

The DAT2 tool is the sweetest thing. This tool allowed me to make a batch file which creates DAT files for my mod in a single click. Before I had this I had to muck around with adding files in the GUI tools, which is tedious and doesn't allow for any mistakes (and you usually don't get it right on first try).

I think we owe a lot of gratitude to Anchorite and others from TeamX. Much of what we are able to do with modding would not be possible if it wasn't for all of the great work these guys have done.

Anchorite wrote DAT2, Gif2Frm, Frmcat, LIP Editor, Advanced FRM viewer, and FON editor.

And then there is ABel who gave us f1undat, zar2gif, til2gif, spr2gif, avi2mve, mve2avi, acm2wav, snd2acm, regsnd, winamp acm plugin, f2 savegame converter, and updates on the original IPP compiler/decompiler.

That's almost 20 FO modding tools done by two people!

It's good at they are mainly all command line tools so you can combine them into batch files.

Spr2Gif --> Gif2Frm --> FrmCat

And bang! FOT sprites in FO2 :) These guys really do deserve a pat on the back :)
