New to Fallout Modding, tutorial question

I've done quite a lot of modding of other games, and installed a few OPs mods over the years. Fallout modding appears to be a bit, ah, shall we same complicated? I have a "where can I find the info on how to do this" question.

I'd like to add an armor typr to the game (and to my character's inventory) that looks like Combat Leather and works like Advanced Power Armor. Strangely enough, I find that the power armor carapace distances me from my character, a very strange psychological effect. Anyway, they look lots better in a leather jacket. I'd think this would be pretty easy to do, but looking at the tutorials, I can't seem to find how to work this. Could anyone help me out?

Fallout Wiki has tons of information about modding, as well download some of the tools here at NMA – Frame Animator 2.70 – the Official Mapper – F2edit 1.3.1.11 (an item/weapon editor) – Redview (image viewer) - Titanium Frm Browser 1.3 (another Fallout frame viewer) - Fallout Script Editor 1.5 (to view and mess around with scripts)…I’m sure others will offer suggestions as well. I totally agree. There's nothing been done for APA, but Pelicano and I made this mod that makes the dude remove his helmet when not in combat. I find it alleviates this problem of power armor making your character 'faceless' as you describe.
 
Wouldn't it be a sight if we could see the face of our player as talking head, but maybe only makes facial expression . better dialog?
 
been a long time since I used th mapper so bear with me..

should be easy enough..

install the mapper, make the relavent prototype set up folders ( should be a tut somewhere for that ), and the edit the prototype after the last item in the editor..

use the bits in there to set it for armour and to set the damages ( you can edit the proto of the armour you want it to look like to get the settings for that then change the damage settings to the same as the power armour etc.. )

I'm running through 2 again so I might be around for a while.
No promises though..

I'm interested to see how much of the original mod resources actually makes it into the MR mod ..
Last demo they'd kept a few names but ditched the Elko map we'd made in favour for a different map..

I heard tell that Wendover might still be in there and another map I "fooled about with"?
the only one I can think of that fits that description would be the toxic caves base that I messed with..
 
I’m sure Chris will be happy to have a founding father look over the project, there is some very nice work in the making, maybe PM him.
