New Vegas Enemy Level Overhaul?

Every enemy in the game levels together with the Courier. In Oblivion the fantastic Oscuro's Oblivion Overhaul mod changed this. Is there anything like this available for New Vegas?

When playing OOO some areas were simply too hard to adventure in if you were of low enough level. You had to find easier places to level up and find better equipment before taking on the harder places. I don't think that is the case in New Vegas, as I just attacked NCRCF with just a Weathered 10mm pistol and Leather Armor and shot everyone dead on the first try at level 3. It just seemed to easy. At one point I took on six guys at once and survived by using stimpacks (I am playing Hardcore), but I should have had no chance at all.

As far as I know, in New Vegas they don't. The areas are setup according to your assumed experience level. E.g. the beginning areas are easy, the later ones not so much anymore. Best example: The Deathclaw territory or Black Mountain, etc. Compared to them, the NCRCF is a noob area.
 
According to the Fallout Wiki they do. From the text about Logan's loophole:

"Since most creatures and non-player characters level with the player, this trait effectively locks the Courier, the Mojave Wasteland and all add-ons at level 30 as well. The increased health, skills and perks provided by later levels are entirely optional, they are by no means required in order to beat the game or its add-ons."

Is this not true, then?
 
Well I guess the enemies HAVE to level with you, if you have all the level cap increases from all the DLC's.

I used it, but on top of numerous other mods I didn't notice much difference. However, NV has few spawn points and some of them seem to be set regardless.



It did seem to take away leveled lists from vendors, so you can purchase the good guns as soon as you find a vendor and have the money.
