No bounty hunters when using encounterbooster?

Since I've got P4, I need to use the encounterbooster in order to play Fallout 2 normally.

So, I shot and killed a kid (how often can you say that without getting arrested? I love Fallout) while travelling the wastes, and needless to say, I expected to run into some bounty hunter action. None. A big, fat nothing.

I was really looking forward to kill me some bounty hunters, and I scoured every grid on the map, but to no avail. Please note that I've only killed one kid, and my karma is little below zero, but that should be enough, right?

Is there anyone else who have run into this problem when using the encounterbooster?
