Story Summary:

The year is 2300. The Lyons Brotherhood has become a superpower, having conquered the Midwest and New England under the rule of the Lone Wanderer. Its code of honor, abundance of Enclave techology to combine with their own, and the runaway success of Project Purity are all to blame. The Project, once intended only to cleanse the Pontomac, has spread, and increased, its potency throughout the East Coast, turning even New York City into thriving, healthy ecoysystems.

This power, however, comes with its consequences. The constant radiation bestowed upon Vault 87's G.E.C.K over the years has warped its fertilizers, causing them to violently mutate many of the plants that absorbed the cleansed water. Nowhere has this been worse than the Foreverglades, a strange, massive river delta created when Florida suddenly collided with the coast of Louisiana.

The Pura flowed throughout the tropical swamps, further deforming what was already a flooded, bioluminescent underworld of nightmarish insectoids and reptillians beyond one's wildest imaginations. The many tribes and small kingdoms that reside here are among the most hardened in the wasteland. Ironically, an equally hardy group plans to invade, yet the Lyons have no idea what might oppose them when they arrive.

But, not all are monsters of the wastes. A small town called Reality, dwelling in the ruins of Ocean Pointe, a resort on the large plateau that was once a small island, has lived under the wing of a charismatic professor named Dr. Presper for years. It has been sheltered only by sheer altitude, and has been landlocked for the years since the tectonic shift.

One day, it is raided by a strange tribe from the south, who enter from a mountain pass. When a young/old villager saves the town whilist doing a strange errand for Presper, s/he is made King and Savior of Reality (for the presiding King was killed in the raid), and is set out to gather a small army of great warriors in the nearby city of Miami before the tribes strike again and take their town, with its farms and functioning Old World tech. However, when the savior is away, the devious professor shall play...

Soon, the Savior of Reality's quest shall give his/her title literal meaning, and take him/her from the scorched deserts of the former Gulf of Mexico, to the black bleeding heart of the Foreverglades, and to the stars above. And s/he will, like others before him/her, be the pivot of a massive war. A war like no other.

Because war, war never changes.

Factions:

Random Tribes - They live to live. Simple as that. They range from half-plants to Vault Descendants, from modicums of peace to mongrels beyond hope. Tread with caution, they care not for your Reality.

Daughters of Hecate and Hounds of Hecate - A mad bunch of tribes, like Caesar's Legion (literally) on drugs. Their strange warriors and worship of genetics and natural selection has made them a feared and powerful force in the Wastes. They came to the Foreverglades in search of Aqua Pura, and found a place they are truly at home in.

Super Psykers - A mysterious tribe that lives in NASA, a forbidden 'city' that nature refurses to reclaim, and no tribal would willingly set foot in. The remnants of the CIA and various other government goons, who locked themselves under Cape Canaverel long before the war and tried to make supermen of themselves. They succeeded, and now their greatgreatgreatgreatgrandchildren live in harmony with the universe, and have the powers of demigods.

Crashers - They obsess over cars and motorcycles and turning them into weapons. Their preferred method of killing is to run their enemy over. Partly desecended from the legendary mission by the BoS to the East, and (if one believes their legends) from a Red Cadillac covered in carbonized shadows, which (if one believes their legends) fucked a tribal woman so hard her guts and brains burst out and spawned the Crashers. They fight their sibling gang, the Pirates, for control of Miami.

Pirates - A vicious tribe of people who ride in heavily armed fanboats and sailboats. Like the Crashers, they obsess with high mobility and destruction, except their methods work. Their vehicles of choice allow them to traverse and terrorize most of the Foreverglades and the many outlying isles, but they are slowly losing all of their boats to the cruel mistress of the seas. They have the same roots as the Crashers, who they are at war with. They worship the sea, just as their rivals revere a car.

Legion of Boca Raton - Neither Bear nor Bull won at Hoover Dam. The Bull, in this case, ran its ass back to the Southwest, which was out of water, so they went to the Foreverglades. Though they have a bigger foothold in New Orleans, this is the Legion directly ruled over by Lanius himself. The Savior can choose to shirk his duties to Reality in favor for helping the Bull gain dominion.

SDRNC - When everyone lost at Hoover Dam, the Bear's weak bones began shaking, and the revolutions began and were silenced over and over again until a democracy became a tyranny, just as Caesar believed his Carthage would be. Now, it scouts the Foreverglades in search of a foothold to fight the Legion and beat them to dust for things they did not do to them, for a new group to buy and subjugate; for no one treads on the Bear. The Savior can choose to shirk his duties to Reality in favor for helping the Bear gain dominion.

(SDRNC stands for Soveregin Democratic Republic of New California)

Lyons - As many hunt for water while the world falls apart again, the Lyons build theirs up. They are the givers of water, and will claim it as their own. When they come, they will steamroll straight over Reality, so they are the Savior's enemy. Their weapons are Liberty Prime and the most advanced armor of all human history; honor and pride; and the Lone Wanderer, who is a thousand men and women all into itself.

Dr. Presper - A man who would have an IQ of 285, he sees a god in the mirror. His sights are set upon the stars, and the Reality he looks over from his lab on a nearby mountainside are nearly a setback. The Savior spends his quest sending him to the stars and arming him with what he needs to become a god, and dragging him back down.

Nature - More powerful than all others, it seeks to shatter your Reality. It is the air in your every breath and every step is upon it. Tread lightly, savior.

The Savior of Reality - This is you.

I'll do gameplay, ending, enemy, and locale details for this little fic later.

As you can tell, it's a warped conglomeration of Tactics 2 and Van Buren. I'd bet Bethesda would do a really tame version of something like this. It's been hinted in Fallout 3 that the events of Project Purity and Broken Steel are leading up to events similar to what would've been Tactics 2; considering the Lyons Brotherhood was retconned to be a branch of the proto-Midwest BoS. Have fun being traumatized by what I dredged out of Google Images (which was inspired by how the Nukapedia handles Van Buren-based articles, and this thread.
 
Some of the ideas for locations, characters, even some factions and events are interesting. What you want to do with them, however, is not so good.
I see you're trying to incorporate all the old ideals and mix them with new ideas, but it was kinda sloppy.

Maybe if you slimmed this down CONSIDERABLY, it would make a decent Fallout - Florida idea. I like the Foreverglades, the Crashers, Psykers, and maybe if you did something with the Pirates.
Searching for an army to protect a small village from raiders seems a little odd of a premise though. You can recruit Caesars legion to protect you from some tribals, thats kinda overkill. It would make more sense to leave the village in search of some supplies to protect the village, or maybe someone who ran away.
But going to New Orleans and recruiting Legate Lanius to deal with a minor threat like that.... I don't see it catching on.
 
The feedback's appreciated. When I have the time, I'll crossreference the lore a bit more.

Also, the idea behind hiring Lanius to protect your village is 'well, if this doesn't work, nothing else possibly can'. Anyway, the whole premise of you looking for a possible army is just so that Presper can keep a potential threat to him like you away from the town of Reality, which he wants to turn into a petri dish for his godmode delusions.
 
I figured he wanted you off searching for something. But could you imagine if the Overseer in Fallout 1 said that to the Vault Dweller? "Supermutants are attacking, so please find an army to defend us so we don't have to lift a finger".

I say, treat it like "Ghost town gunfight". You know, Goodsprings, where you have to convince everyone to pitch in. The only outside source then was the player. In this, maybe the Doctor gives you a list of people he knows from the wastes who could help out.
Recruiting an army seems far-fetch'd, recruiting a few specialists, now that could work.
 
Well, they do have a Megazord that would make a swell boss fight, and not to mention Project Purity going too well has badass written all over it.
 
Locations (major populated areas)

Reality - A small town on a mountain once known as the isle of Key Largo, founded by Vault Dwellers and ghoulified tourists visiting the Florida Keys; it is named after a tacky sign undamaged by the Great War. The resort it was built upon was swimming in Old World tech, and tacky flannel shirts, enough to consistently sustain a civilization. It is, however, unguarded. This is where you step in.

Miami - An extremely futuristic city (at one point), Miami is now nothing but an ominous, rusty boneyard, slowly flooding, to boot. The buildings, inspired by science fiction comics, are now windowless shells painted dark red by rust and blood, as is the stormy sky that sends down skinrending storms of tiny metal shards. The tribes living in Miami have been refined into living weapons by years of living here. Presper tries to lure the Savior to his death here in search of his former colleauges. It is also a notable den of drugs and prostitution.

Boca Raton - A large, affluent town reserved for the rich, is now a military camp for the vicious remnants of a disintegrating Legion; who took over from a few ganhs of local slavers. What is left of Boca's many villas are now being covered in crucifixes, as more and more men rebel against Lanius' rule over the camp.

NASA - Florida folded into itself during the inital continental drift, thus Cape Canaverel is now landlocked, albeit miraculously intact. It is home of the enigmatic and might Super Psykers, rumored to be capable of destroying armies with a single thought, who meditate high above the facility and constantly fix the thousands of ancient machines scattered around. Thus, most of the space shuttles here are beyond fully functional.

Houseland - Among Mr. House's many endeavors, the strangest was a small futuristic village hidden under an ornate geodesic dome. As it turns out, this was an attempt to profitably save children from the coming apocalypse. Its many fun rirides are now the stalking grounds of the Daughters of Hecate, who have defiled them with strange materials used in their primitive rituals.

Zilch (Vault 42) - An experiment in depression that went violently wrong when the earth tore it open, if only a crack. The nearly destroyed Vault was left by it inhabitants immediately afterwards. As it turned out, they had emerged days after the Great War, and so mutated horrifically, attempting to return to the Vault made it worse, and so they became batlike monsters, sealed inside the Vault. Ironically, a small settlement has formed outside it, wanting to enter. The Savior can choose to open the Vault, and unleash the horrors within upon humanity.

BOMB -001 - An orbital strike station containg 6 supremely powerful nuclear bombs, it is the ultimate goal of Presper to activate this satellite and unlesh its payload onto Earth. The Savior can also choose to use it to seed rainclouds or pour FEV into the jetstream.

Ahasco - A fishing village built out of rusting fishing boats. Notably close to the mountains that house Reality.

Gol - A desert town in what was once the Gulf of Mexico, populated by worshippers of a nearby destroyed oil rig.

Fort Macdellan's - Built in a large fastfood restauraunt that now lurks on the edge of the Foreverglades' least habitable regions, the tribals here have viciously fortified the area.

Randomly spawning tribes - They hunt and gather in the deep swamps and deserts, surviving like any other wasteland animal. Four sorts spawn:
- Pacifist
- Cannibal
- Fungal
- Ghoul

Heres an idea for Miami: How about it floods at a certain part of the day? I'm sure you could work on that concept, but I think it would be cool.

Also, just my personal opinion, but the Boca Rotan have potential to be something beautiful and unique. Why not just make them Florida slavers? That way it's your idea, and you don't have to feel so dependent on Black Isle Studio's/Obsidian's perspective of the Legion.

I also really like Reality, by the way. I loved that about Novac and the Temple of the Union too; misread signs. Classic.
Ohh, but I hate the overgrown Project Purity concept.
 
Project Purity overdoing its job is, quite literally, the only reason Lyons would invade Florida, which propels the plot forward and introduces a few extra choices at the end of this here outline.

They may consider themselves knights who perfect everything they touch, but a place like the Foreverglades is too much for even a fully fuctioning Stormtrooper Army to take on. They just want the water.

I'll work my ideas a bit, round them out. Then onto enemies. If you can't tell, I'm trying to do what Tagz did, but run a few thousand miles with it.
 
I also think the Brotherhood invading Florida is far-fetch'd as well. The Brotherhood is after technology. The Capital wasteland chapter is about taking care of the locals.
Even without Project Purity, I don't see the Brotherhood finding the need to move as far south as Florida. Movement in the Fallout series takes time. Your outline looks like 23-22 years after Fallout 3; for starters I would replace Lyon's with a new Elder.

Just, I don't see it working out all that well. You don't need to bring every old faction into your new wasteland. Maybe a mew chapter of the Brotherhood, but you can't expect the audience to accept that the Legion totally dismantled itself and fled across 6 states to find a water source. Not to mention, who is right behind them? The NCR.
 
As I said, I'm planning on reworking it. That, and the Pirates and Crashers are descended from the the BoS, and Legion probably extended to Texas in New Vegas. The spread of the Cloud from Sierra Madre (which this fic makes canon) drives them further east, along with some of their enemies (Children of Hecate).

It may seem nuerotic to ponder this hard on a fictional universe, but it drives me nuts to know I halfassed something as simple as this.

I don't want to toss out that concept, but I believe a lot of the Van Buren content is no longer canon. Consider the fact that the Vipers are a fledgling gang by New Vegas. The Daughters of Hecate were probably crushed by the Legion.
Also, the New Vegas lore explains that the farthest east borders are New Mexico. Just sayin'
