Afaik, one hander boosts your starting unarmed skill and leaves your melee weapons skill the same. Now, i don't really know if fallout will actually bother doing anything more than change your basic stats, but in essence, all you're doing is trading in about half the the weapons in the game in return for a 20%ish boost to starting unarmed skill.

What are you talking about? I can't remember coming across anything like that in the games.
