Party size problem

Howdy!

I just got into playing classic Fallout 1&2 recently and am enjoying them greatly. I'm playing Fallout 2 right now and I was having problems with bugs so I installed a couple of fan-made patches. My Fallout 2 version displays as 1.02.25 on the title screen.

I'm having a problem with party size and I think I might have a bug. The game limits me to 3 NPC helpers (that's WITH the Magnetic Personality perk; it was lower without the perk). The first time I played through the game, BEFORE I patched it, I was permitted four or five NPC helpers so something has changed since the patching. I started a new game after patching it and now it's limiting me to a tiny team.

The patches I used were:

-Fallout2 High Resolution Patch 1.9a
-Encounter Booster Fo2

and PROBABLY:
-Killap's Unofficial Fallout 2 Patch (but I can't find the installer so I might have neglected to get it)

My questions are:

-is this a bug or was my previous version buggy? (I do legally own it now)
-would it be possible to change my party size without losing my saved games
 
Five...I'm guessing that makes the difference. I was playing with a more charismatic character before.

edit: I don't see anything in the manual about Charisma affecting party size. I have five NPC's who WOULD join me but they complain that my party's already too big.

edit2: nm, I found it. Charisma/2 rounded down=number of NPC's you can have in your party. I'll see if the cool, cool shades or mentats can rig this.
 
Recruitment is based on current charisma, so mirrored shades/mentats/surgery/assault implants will affect it.
