Where'd That 6th Toe Come From?

I've been getting a few views on my SPECIAL focused combat guide video, and have had a couple of viewers point out a few details that I missed when I made the video.
I'm posting in the hopes I can get some help figuring out how a few specific mechanics work in the game, hopefully to post an update with more information.
Perception - When spawning into a random encounter, the player is placed at a specific distance from the enemy critters. As I understand it this distance is based on the player characters perception.
-Is the pseudo code available anywhere? If not, is there a place where the distance placement is written? maybe in WORLDMAP.TXT?

-How is the check calculated? Is it a simple roll 10-EN? Does it apply to both players and critters?
Luck - Same thing for luck, the critical table shows several luck checks, as does the wiki entry for eye damage: "Attacks to the eye have an added Critical Chance which often requires the luck roll that if failed, blinds, lowering accuracy." https://fallout.fandom.com/wiki/Eye_Damage
This wiki uses the word "often", probably incorrectly, but this makes it seem like there are times when eye criticals don't have luck based saving rolls.
-Same questions as above, How is the check calculated? Does it apply to both players and critters?
Targeted shots from Critters - And finally, a question about the combat AI. Since the previous two questions are about critical hit saving throws for specific body parts, the question of how the combat AI handles targeted shots comes up.
-When does the combat AI decide to take a targeted shot vs a non-targeted/torso shot? Is there a threshold value for chance to hit where it switches between the two? does it depend on the critter (mobs vs endboss)? or is it completely random?
