i suppose you could always shoot him and loot his corpse. he's got lotsa soda on him and, if i remember correctly, one fusion cola, which will temporarily raise one or even some of your stats (forgot which stat(s) exactly).
a persistent rumour about this guy is that you can use a strange key (which can be obtained at one of the bos bunkers) on the bike and actually ride the freaking bicycle. but that's exactly what it is, though: a rumour. it certainly never worked for me.
