Just a simple question about a thing I did not consider: which is the maximum number of quests that can be displayed for a single town? My mod only has one town and the player should solve about 15\18 quests. Please, does somebody know?

Nope, no Pipboy scrolling. You can get some text at the bottom of the window beyond line 15 or what it is, but it'll be buggy.
