Pipboy Question

i am having trouble with the pipboy encounter....i can't get him to join me..i have a total of 5 people(including me) when i found him, then when i left the screen with my hummer i can't find him in the recurits pool when i returned to the bunker later
Is there any other conditions that must be fufilled before he will join my party?
 
You might have to have a high charisma. If I remember correctly you need a halfway decent cha. And I think I just took him with me after talking with him.
 
it's probably either charisma or rank, i tried making a really powerful char using the average 10k multiplayer char design but neglected my charismas effect on recruits so i had a mad char but my squad in general sukked. Also you can only recruit ppl with a lower rank than you.
