Planting seeds (I am being thick) FO2 restoration

I'm afraid I'm too thick for gardening. I can't figure out how to plant seeds, whether it be in Arroyo or in the arboretum in the EPA.

I have a history of being dumb when it comes to simple things (fueling the car on the first run-through, remembering to walk across the Pretty Boy Lloyd grave rather than using the hand icon on the first five runs-through) so is it something like that, or do I need a shovel, or what?

Use the seeds (from your inventory) on the part of the ground which the game says is fertile. Not all ground is fertile, so use binoculars to confirm this.
