It Wandered In From the Wastes
So its now going to offer a 20% reduction in AP cost to plasma weapns per the patch notes. sure its still not as good as laser commander but does it make more sense in a Vats oriented EW build now?
 
Plasma Defender with Plasma Spaz and Math Wrath and tons of actions points was already a pretty potent combo for tearing enemies apart piece by piece with targeted shots, and it should be even better now.
 
Fast shot + Math wrath + Plasma Spaz = 50% AP cost. Add Grim Reaper Sprint and you have a deadly combination. Adding the Mysterious Stranger and Miss Fortune could be fun too. :D
