Would it or is it possible to totaly re-create/edit fallout 2's cities, story, NPCs, weapons... generally create a new game/story line/cities etc etc.. using fallout 2 as a 'engine'?

Wudnt u be willing to pay for that..? They did campaign edititing on FoT, but it was crap...FO2 editiable... possibilities r endless
They are talking about releasing the source code for Fallout 2 now, but the problem is the sound part of the code. Which isn't Interplay's property, so they'd have to remove that first... which would mean more work...we'll just have to wait and see what happens...
I seem to recall someone made a reader/editor of the game files/scripts. I believe Per's got one, and that is how he finds out all the abscure stuff, like endings that were meant to be there.

Yeah, that would be great. I mean, some quests the game just begs for. Ones I've imagined *while drooling mostly, also during 5th period class*, include, say, one of Bishop's quests being to take cash to the raiders, or a quest from Lynette to, erm "destabilize" NCR (read: Kill anyone worth killing), etc etc etc.
There's only a slight problem with that... In fact, it's explained on Interplay's official FO1 webpage. You see, they developed the game not only using their in-house GUI editor, but they also had to modify parts of the source code (which already got mentioned, I know) to implement a lot that they wanted to do. Furthermore, the person developing this TC (total conversion) would have to write a lot of the scripts, and that would ba a major PitA. To just state a few of the problems... But I do acknoweledge that the FO game engine is terrific. I'll bet if someone were serious enough about developing a real TC using the FO2 engine, they'd be happy to liscense the code for a cut of the profits.
An engine that old isn't worth buying a licence for it and then expecting to make some cash of it, that's why BIS is thinking about releasing the source code as well. But there are some hickups, the sound part in the code isn't IPLY/BIS's property so they'd have to remove that...and I'd guess there are other things which complicates things..
