Possible to mod NPCS?

I was wondering if it would be possible to make all the NPCs look like you, so they could all use any weapon. I think the NPCs can only use the weapons there are images for, so hopefully if they looked like you they could use whatever you wanted. Is it possible?

I gave Sulik and Cassidy combat armour and Marcus looks like Frank Horrigan.

Well could you please tell me how to or send me the necessary files because I would just love to have a team of 6 people all with Turbo Plasma Rifles against the Enclave since that would be really cool. I am not any good at mods so I hope that you could give me some help with this.

Give everyone combat armour, vindicator miniguns, 970 lbs of 4.57 mm caseless, set all their skills, HP Armour class etc to 999. And that is what I use to beat up everyone. Although it is incredibly confusing to figure out who is who when you want to talk to them.
