Post nuclear Mexico?

What do you think happened to Mexico after the war? Do you think they were hit with nuclear weapons as well as the U.S was?
 
In New Vegas Raul paints a pretty good picture of what happened to Mexico. Mexico City got nuked and was a radioactive ruin, but a lot of the remote areas were spared from nuclear fire (but suffered the depredations of people displaced by the aforementioned nuking.)

I liked the idea of a Mexican-Poseidon alternate company.
 
I don't see why PEMEX wouldn't have paid off the Mexican military to create an armed safe haven like the Poseidon.
 
I actually made a Fallout role play campaign taking place in Mexico. It's no different from the desolate desert wasteland seen in the first game, really. Probably a few Enclave 'hotspots', one or two small, abandoned government bunkers, a handful of radioactive cities hit during the war (Mexico never really made any enemies, so it begs the question of why even bomb it at all), and small Junktown-sized settlements here and there.

I can see a ruthless Desert Rangers/Regulators type group of lawbringers occurring. The remnants of the drug cartels likely still do trading with Dayglow, making them a bit unpopular with the NCR. Undoubtedly though, most would be ranchers living in small, isolated communities.

Raul painted a pretty detailed picture of what it looked like immediately following the war, anyways.
