Have those items a special function for a quest.
Pre War money has value for selling,
Those books 1$ for 1 weight, not worth picking up.

So... ?
 
I think you shoot them with the rock-it. Not having used the weapon, though, I wouldn't know.
 
You also get 11 xp per book at the Arlington Library. It's in the South of DC, to the East of Project Purity.
I usually like to sell about 10 at once so I don't make trips for nothing.
Pre-War money is pretty pointless though, I just have a big stack in my Megaton Home.

I usually sell those moneys since pre-war books i only find like a handful.

A Pre-War Book is book that has not been destroyed. It is a fairly rare item, desired by the Capital Wasteland Brotherhood of Steel.

Several can be found in Minefield, RobCo, and many other places.

One of the Brotherhood Scribes, Scribe Yearling, located within the Arlington Library, will reward you with 100 bottle caps per book for contributing these to their archives.

This Scribe can be found in the Arlington Library. She is related to the Wasteland Survival guide quest. Also when speaking with her upon entering the building for the first time, if she is spoken to nicely she will offer you 10 XD and 100 caps for each " pre war books " you take to her. 10 books are in the building she is in and many others are scattered through the wasteland.
