Do you think Mk2 power armours had been developed and were in use before the war, or were they made by the Enclave? I can't seem to remember.
 
If i remember correctly only the T-51-B power armor was available before the war. The power armor Mk2 was an Enclave upgrade, i am pretty sure.

As far as I can remember from the opening cinematic of Fallout 1, the US soldiers were with power armors and the Advanced PA was an Enclave upgrade which was made after Fallout 1.
 
Nice beginning sequence.

Advanced power armour may have been designed during the war but it was never used. But you might as well say it is a purely post-apocalyptic enclave technology.
