Presidential Access Key doesn't work! (FO2)

First time out of the vault
I'm doing what the walkthroughs tell me to do; I'm using the Presidential access key on the terminal near where Frank Horrigan is (to subvert the turrets) but I just get a message saying "This does nothing"

Is this a bug in version 1.00?

(And while I'm posting, I thought I would point this out as an example of something that is nearly essential to finishing the game that I can't even begin to imagine how I would have figured out, one of the things I absolutely hate about Fallout. And don't even get me started on the puzzle that involves a mine-cart lever and dynamite. I mean, wtf?)
 
When I access the computer, I got one of the following messages (not exact quotes):

-this computer is playing a program about target shooting. But all you can see is a bulls eye

-This computer is showing some kind of modern art. With different colors and stripes

-Its playing some kind of indian movie, and it looks boring

-Its playing some game called Fallout 2. And it looks like its multiplayer and 3d

-*something* *something* and then you realize the terminal is turned off

-the terminal is covered in a thick layer of dust

And a reminder of how many minutes/seconds until the base blows up comes up at the end of each message.


Obviously the turrets aren't getting subverted. And I can't use the key on it via inventory. So what do I do?
 
Your character's Intelligence is not high enough to use the computer. If you have any Mentats you can try taking them.

Something you would have never guessed on your own, and anyone else would give you the same advice (take Mentats to use the computer).

Anyway, it seems like you've just completed the Fallout 2 game. Did you liked it?
 
I'm having the same problem, though my Int is 10, so I doubt that's the problem.
I got the keycard in my Inventory, but using the computers only gives me "help" and "Log in" options, which aren't of any use. The FEVs released, and I dealt with the president and the power reactor with explosives each.
Any ideas?

Nope, didn't help much. Apparently the trial version of the poseidon-net is expired. Maybe it's my science-skill (82%) or my terrible Luck (3)?
