Wow. Getting through this town was not only super fun but very intellectually charged. Huge plot spoiler below.

    [spoiler:d48c7edfe3]
In determining the new sheriff, I decided "hey, I hate the Gangers because they are evil, so let me go to Mojave Outpost and get some military support from the good guys." I went through all these tasks, such as checking out Nipton and clearing out the Radscorpions and finally was able to convince the Major to send troops to Primm.

I spoke to "good guy" Hayes and he was ready to occupy Primm and protect it on behalf of the NCR...as long as the innocent and poor townsfolk paid hefty taxes and whatnot. I was pissed.

I went to NCRCF with Ganger armor (I had killed Dawes during a previous visit) and spoke to Meyers and offered him the job after hearing that this PRISONER was the GOOD GUY. Sure, he takes the law into his own hands, and the people of Primm need that, but also Meyers had self-imposed his prison sentence out of respect for the NCR and for the crimes he committed. I was reliving a moment from The Green Mile.

I'd rather the NCR take control, but not if they are going to be bureaucratic despots. So, the ex-sheriff Meyers was the clear choice for me, but I was concerned about how that would affect my standing with the NCR.
    [/spoiler:d48c7edfe3]

I opened up my PipBoy and sat in my computer chair for ten minutes before trying to figure out what to do.

This wasn't a black-and-white choice like Megaton, where you have to be a dastardly, materialistic (nicer house) evil doer to even consider blowing the town up. Instead, you have to weigh both sides and pick the lesser of two evils for the greater good.

I can only assume the rest of my game is going to play out the same, and I say bring it on. I'm only at the 10 hour mark and already this game is much better than 90% of the RPGs I've ever played. I may even play a new game the second after I beat my first play-through.

    I can't wait.

NCR was too obvious for it to be the "good guy" choice and I highly expected a twist for choosing them and so outsmarted the twist and went straight to the prison. I think Im getting too cynical.

There's also a third option for the Sheriff right there in Primm as well.

I tried going to the prison, but I gave up after the Powder Gangers attacked me on sight (even when I wear their clothes and pay off the first guard). Then I just went to NCR and went with that choice.
Later today I'm reading about the quest on the Vault, and find out that the guy I was looking in the prison was in the first room. Now I'm sorry for the choice I made, but it's too late, I'm 4 hours away... Nevermind, it's safe for a second playthrough :D
Oh, and the Securitron is just a funny choice. Have to try that one out at least once. But I think I'll get a "Primm was destroyed by a mad robot hacked one-too-many times" message after I finish the game :D

Well, all 3 choices have different pros and cons. I have no issue with ncr taxes for protection. Soldiers gotta be paid somehow

    It's the morality behind it.

These people just had their homes pillaged and looted. They have very little money because the Gangers took away everything and no tourists will want to visit anymore because of the bad press.

Sure, the NCR needs to be paid and is spreading its forces thin, but these quaint townsfolk are suffering already and taxes are only going to make things worse.

I chose the NCR because I though that the wasteland needs a little order on the house! I am playing a 100% pro NCR character now.

    Long live the Republic!

Yeah I went straight to the prison too. However, I heard people talking lately about NCR taking over Primm. I should go back to check if that was a glitch or if sth happened in my absence.

I enjoyed that entire little starting area. Raiding the prison with the NCR rangers was awesome, powder gangers got raped lol.

I decided to go with the NCR because I figured it'd be the safest and most stable option for the people, plus I want to pursue a pro-NCR path through the game and figured I'd gain some standing for recruiting a new town under their flag (I'm not sure if I did, come to think of it).

In any case, I've definitely had a few situations where some decisions haven't been clear-cut... but on the other hand, I killed all the Legion at Nipton, so I think I cut off a good chunk of the game just from that one act.

I don't think it's an official quest. I just heard it mentioned by a few NPCs and figured it was a good place to check out.

While I can appreciate the "keep in the feeling of the wild west 'cause I don't like those carpetbaggers back east (west?)" sentiment, I find it funny that you'd find that things like protection of life and property - the very fundamentals of civilization - still don't warrant taxation of any kind. Sheriffs gotta eat, too!

'Course, without trade caravans there's nothing to be taxed, and hey, I'm sure that one sheriff can defend the town against the Legion. ;)

well it isn't the legion they are worried about, it is the powder gangers. And while they don't show up, he apparently has a crew that works with him.

Anyone else have the NCR deserters show up in Primm yet?

It went rather intersting for me.

I didn't saw any NCR deserters in Primm. I solved the quest with letting NCR taking it over, because I thought it's good for the town.

The quest is actually an official quest and is called "I Fought the Law". [spoiler:ede6091953]You start out doing a few things for the head Powder Ganger Eddie, eventually he sends you into town to get intel on if the NCR is going to retake the prison, once you find out that they are you have the option of betraying him and offering your assistance to the rangers. You go and meet a ranger on the hill when you tell him they are ready they blow a hole in the north and south side of the fence, setting off the prison alarm while a dozen or so rangers proceed to completely annihilate everyone in the prison.

Your assistance is not even really needed, it is a massacre. [/spoiler:ede6091953]

Well, considering I ripped the Powder Gangers a new one at Goodsprings... yeah, they weren't too friendly.

I'm utterly amazed at the scale of this game sometimes. Take a visit to Hoover Dam and you'll see what I mean. The amount of attention to detail and intelligence put into the design of everything is pretty awesome, even more so when you consider it was done with a smaller team and less time than what Bethesda had to work with.

I killed the powder gangers in Goodsprings, but still worked a while for the ones in the prison, because I was smart enough to steal me a piece of powder ganger clothes. :p

I solved various quests for them and later I've killed them all with NCR help. I am such an ass...

Oh man, if only there were those FO1 or 2-style traits for such acts. I'd hit it twice.

Btw. since I've wiped out the prison, I didn't saw a single powder ganger anymore. Is that related or just accident, because I blasted all possible encounter characters into nirvana?
