Problems with Fonline- TLA

First time out of the vault
I am running Fallout Online- The Life After in English, and for some reason the game seizes up every few seconds.

Also, I've been fumbling about at a little fonline sdk, and the mapper (at least according to the screenshots on the mapper guide included with the sdk) is .1 versions older than it should be. The commands given in the guide do not work with the mapper (such as ! for starting a new map).
 
Thank you for the response, I do have that version, however I've just managed to get rid of the problem, was just a little bit of IP trouble.
