Maybe psi powerscan be implemented as a perk in FO3, which can be used to lower the enemies accuracy and with enough ranks, perform mind control. After all there as a psi defence perk in FO1, and all that radiation's gotta affect the human mind in some degree. Or it could be a skill and be based on Charisma and Int, making chaisma a slightly more important trait.

No f***ing psionic powers

Others have said it and I agree: If you want to use psionic powers, magic and such, go play final Fantasy VII or Baldur's Gate. Fallout is a post-nuclear world not a bloody fantasy world. GET REAL!

RE: No f***ing psionic powers

Psyonic Powers in a post nuclear game? Who the hell would have time to learn and study that stuff? It is mostly about surviving and trying to grow a little bit not learning to mind control. This isn't a magic, fantasy game or whatever you wanna call it.

Yeah, allright, finally, a very bad idea. I could call my character cybermage from crusade! I could scare my enemies away with my psionic abilites, wow! Or even cast Blizzard from Warcraft!
