Psycho and Level Up

If I use Psycho, do I get less skill points when I level up because of lowered intelligence?

I believe so, but note that Skill Points are awarded only after you enter the Character screen and not immediately after you level up. Therefore you can wait out the effects of Psycho.

My guess would be no, if only because I've never heard of anyone using Mentats to gain more skill points. You should be able to test it pretty easily.
