I'd go for the Pulse rifle. I did on average of 45 damage per shot. With Fast Shot and Bonus Rate of Fire, it cost only 2 AP/shot!
The Gatling laser works well when the enemies are close together. You'll find another Gatling laser later (maybe 2 or 3 if you look hard).
BTW, you don't have to sell anything to the cheap-ass QM. Go back to bunker 3 (I think), recruit Stumpy, and gamble for it! You might as well gamble and sell back a few times to get some extra cash once you're there.
