Quest Logging in Fallout 1

I am having a problem with a new fix I am testing; I managed to get some of the unused quests of Fallout 1 working. The problem is that only a maximum of three quests get displayed on the pipboy for the boneyard; when I reactivated the Romeo & Juliet and the spy quest, they get logged but prevent two other quests from showing up on the pipboy. I think if there is a list with the maximum number of quests per location it may be hardcoded, so I was wondering if anyone could help me out.

It has its own global variables and text, just looks to me like they have set a maximum number of quests per location somewhere in the game.
