question about the mod Bunker 21

Hello, everyone - I'm new here, and I am having a bit of trouble with one of the mods that NAM has hosted, Bunker 21.

I have downloaded the file, and it is a DAT file. The readme said to use a mod runner - where can I get one? I didn't see one in the downloads section, so I'm a little confused.

Please search before asking questions that have been asked before tenfold. Look for "modrunner" if you want to find more information about running it (though it is pretty intuitive and chances are you can get with playing the mod quite quickly)
